10 programmatische Eckpunkte der Listenvereinigung Bündnis 90/Die Grünen – Bürgerinitiative Stadtentwicklung zur Kommunalwahl 2024

1. Frankfurt klimaneutral machen

Wir wollen endlich ein ambitioniertes Klimakonzept mit konkreten Maßnahmen, damit Frankfurt spätestens 2040 eine klimaneutrale Stadt ist. Wir brauchen eine grenzüberschreitende Wärmeplanung und eine grenzüberschreitende Energieversorgung aus erneuerbaren Energien. Unser Stadtzentrum soll ein Modellraum für klimaangepasste Innenstädte werden. Um den Klimaschutz voranzubringen, wollen wir eine*n Klimaschutzmanager*in in der Stadt. Stadtwerke, Stadtverkehrsbetriebe und Wohnungswirtschaft müssen Bürger*innen besser unterstützen, z. B. bei Photovoltaik, grünem Strom und E-Mobilität.

2. Frankfurt – die Oder im Herzen, die Umwelt im Fokus

Wir setzen uns weiterhin für einen Stopp des Oderausbaus ein, um die Oder als naturnahen Fluss zu erhalten und die Gefährdung durch Hochwasser zu reduzieren. Wir wollen, dass in unserer Stadt mehr Bäume nachgepflanzt als gefällt und neue Lebensräume für Insekten und Kleintiere geschaffen werden. Wir setzen uns für besseren Tierschutz in unserer Stadt ein. Wir fordern ein Pfandsystem bei städtischen Veranstaltungen und ein Konzept zur Müllvermeidung in der Stadtverwaltung. Unser Trinkwasser muss in Zukunft vollständig von Sulfatbelastung frei sein.

3. Frankfurt – lebendiges Zentrum, lebenswerte Ortsteile

Wir wollen eine lebendige Stadt, daher muss es mit der Bebauung der Marktostseite und der Slubicer Straße zügig vorangehen. Das Zentrum wollen wir mit dem technischen Rathaus und einem 4-Sterne-Hotel beleben. Die Linden in der Magistrale wollen wir erhalten, sie sind wichtig für Mikroklima und Aufenthaltsqualität. Der Brunnenplatz soll ein ansprechender Ort mitten im Zentrum werden – kein Parkhaus. Wir wollen guten und bezahlbaren Wohnraum in allen Stadt- und Ortsteilen schaffen und erhalten. Wir wollen mindestens einen öffentlichen Spielplatz in jedem Ortsteil.

4. Frankfurt – klimaschonend und barrierefrei unterwegs

Wir wollen mehr und sichere Radwege schaffen und Bürgersteige barrierefrei sanieren. Öffentlicher Nahverkehr sowie Rad- und Fußverkehr müssen gefördert und bei der Aufteilung der Verkehrsflächen gleichrangig mit dem Autoverkehr behandelt werden. Das Straßenbahn- und Busnetz wollen wir verbessern und Car-Sharing einführen, um den Autoverkehr in der Innenstadt zu reduzieren. Dazu gehört für uns auch ein Verkehrsversuch für eine autofreie Magistrale. Ein ÖPNV-Ticket darf nicht teurer sein als Parken in der Innenstadt. Eine weitere Stadtbrücke für den Autoverkehr lehnen wir ab. Wir kämpfen weiter für den Haltepunkt Booßen und die Erweiterung des Straßenbahnnetzes – perspektivisch auch nach Słubice.

5. Frankfurt – digital, modern und nah an den Menschen

Wir wollen Serviceangebote für Bürger*innen ohne unnötige Wartezeiten, auch im Standesamt und in der Ausländerbehörde. Die Digitalisierung der Verwaltung muss zügig vorangehen und noch mehr Dienstleistungen der Verwaltung müssen auch digital angeboten werden. Beteiligungsangebote für Bürger*innen wollen wir ausbauen und um digitale Formate ergänzen, z. B. durch eine Weiterentwicklung der Frankfurt App und eine transparente, digitale Stadtverordnetenversammlung mit Livestream. Wir wollen mehr Programme ins Leben rufen, bei denen Kinder und Jugendliche mitreden und mitgestalten können, etwa durch die Einrichtung eines Kinder- und Jugendbeirats oder eines Jugendparlaments.

6. Frankfurt – sozial abgesichert und gut versorgt

Wir wollen, dass alle Menschen Zugang zu gesundheitlicher Versorgung und sozialen Unterstützungsangeboten haben – von der Schwangerschaft und Geburt bis hin zur Pflege im Alter. Kinder- und Familienarmut wollen wir weiterhin konsequent bekämpfen und Teilhabe für alle sicherstellen. Um Fachärzt*innen, Hebammen, Therapeut*innen und Pflegekräfte für unsere Stadt zu gewinnen, wollen wir die Ärztekammer, die Krankenkassen und die Verbände stärker in die Pflicht nehmen und als Stadt attraktive Angebote zur Fachkräftebindung und Praxisgründungen unterbreiten.

7. Frankfurt – modernes und nachhaltiges Bildungsangebot

Wir setzen uns dafür ein, dass die Instandsetzung und Modernisierung von Kitas, Schulen und Sporteinrichtungen höchste Priorität in unserer Stadt hat. Die Träger wollen wir durch gute Rahmenbedingungen in unserer Stadt dabei unterstützen, mehr Fachpersonal zu finden. Wir brauchen funktionierendes WLAN und kostenlose Menstruationsprodukte in allen Schulen. In unseren Bildungseinrichtungen wollen wir mehr regionale Lebensmittel und Barrierefreiheit. Die Europa-Universität Viadrina wollen wir stärken und unterstützen, etwa bei der Gründung neuer Einrichtungen wie einem Ukraine-Zentrum. Um unsere Demokratie zu schützen, wollen wir außerschulisches Lernen und politische Bildung stärken.

8. Frankfurt – Vielfalt im Kulturangebot und in der Erinnerungskultur

Das Angebot von Kultureinrichtungen, freier Szene und zivilgesellschaftlichen Initiativen in unserer Stadt wollen wir erhalten und finanziell absichern. Verwaltungsaufgaben im Kulturbereich wollen wir stärker bündeln. Wir setzen uns für ein städtisch gefördertes soziokulturelles Zentrum in der Innenstadt ein, damit Kulturschaffende besser zusammenarbeiten können und kulturelle Vielfalt noch sichtbarer wird. Den Umbau des alten Kinos wollen wir mit Zwischennutzungen begleiten. Kunst im öffentlichen Raum wollen wir erhalten und das Stasiunterlagenarchiv sowie unsere Gedenkorte stärker in der städtischen Erinnerungskultur verankern.

9. Frankfurt – attraktiver Wirtschaftsstandort und naturnaher Tourismus

Wir wollen bestehende Unternehmen stärken und in Frankfurt halten. Dabei ist uns regionale Wertschöpfung besonders wichtig. Als eine von wenigen Kommunen haben wir noch Industrie- und Gewerbeflächen, diese Chance wollen wir nutzen und gute Voraussetzungen für die Ansiedlung neuer Unternehmen schaffen. Der Obstanbau soll als traditioneller Wirtschaftszweig unserer Region erhalten bleiben und gefördert werden. Die Innenstadt wollen wir auch für den Tourismus attraktiv gestalten und die zügige Sanierung des Helenesees sicherstellen.

10. Frankfurt – europäisch und weltoffen

Alle Menschen, die in unserer Stadt leben, lernen und arbeiten, sollen sich hier wohl fühlen. Deshalb wollen wir zivilgesellschaftliche Initiativen für gesellschaftliche Vielfalt und die interkulturelle Öffnung der Verwaltung fördern. Wir wollen gute Bedingungen für den Arbeitsmarktzugang von Migrant*innen schaffen, um dem Arbeitskräftemangel zu begegnen. Wir sind solidarisch mit Menschen auf der Flucht und lehnen stationäre Grenzkontrollen ab. Frauen müssen besser repräsentiert und vor Gewalt geschützt sein. Queere Menschen wollen wir besser unterstützen. Das Zusammenwachsen unserer deutsch-polnischen Doppelstadt wollen wir weiter fördern, z. B. durch eine gemeinsame Schwimmhalle und mehr Polnischangebote von der Kita bis zur Volkshochschule.

10 key points of Bündnis 90/Die Grünen – Bürgerinitiative Stadtentwicklung for the 2024 local elections

1. make Frankfurt climate-neutral

We finally want an ambitious climate concept with concrete measures to make Frankfurt a climate-neutral city by 2040 at the latest. We need a cross-border heating concept and a cross-border energy supply from renewable energies. Our city center should become a model area for climate-adapted city centers. To advance climate protection, we want a climate protection manager in the city. Municipal utilities, public transport companies and the municipal housing corporation must provide better support for citizens, e.g. with photovoltaics, green electricity and e-mobility.

2 Frankfurt – the Oder at its core, the environment in focus

We continue to campaign for a stop to the expansion of the Oder in order to preserve the Oder as a natural river and reduce the risk of flooding. We want more trees to be replanted than cut down in our city and new habitats to be created for insects and small animals. We are committed to improving animal welfare in our city. We are calling for a deposit system at municipal events and a concept for waste avoidance in the city administration. Our drinking water must be completely free of sulphate pollution in the future.

3 Frankfurt – a vibrant center, livable suburbs

We want a vibrant city, which is why the development of the eastern side of the square (Markt) and Slubicer Strasse must proceed quickly. We want to revitalize the city center with the technical town hall and a 4-star hotel. We want to preserve the linden trees in the Magistrale, as they are important for the microclimate and the quality of life. Brunnenplatz should become an attractive place in the middle of the city center – not a parking garage. We want to create and maintain good and affordable living space in all parts of the city and districts. We want at least one public playground in every district.

4 Frankfurt – climate-friendly and accessible transportation

We want to create more and safer cycle paths and renovate sidewalks to make them accessible. Local public transport, cycling and walking must be promoted and treated equally with car traffic when it comes to the allocation of traffic areas. We want to improve the tram and bus network and introduce car sharing to reduce car traffic in the city center. For us, this also includes a traffic trial for a car-free Magistrale. A public transport ticket should not be more expensive than parking in the city center. We reject another city bridge for car traffic. We will continue to fight for the stop at Booßen and the expansion of the tram network – with the prospect of extending it to Słubice.

5 Frankfurt – digital, modern and in close contact with the people

We want services for citizens without unnecessary waiting times, including at the registry office and immigration office. The digitalization of the administration must progress rapidly and even more administrative services must also be offered digitally. We want to expand participation opportunities for citizens and add digital formats, e.g. through the further development of the Frankfurt app and a transparent, digital city council meeting with a live stream. We want to create more programs in which children and young people can participate and have a say, for example by setting up a children’s and youth advisory council or a youth parliament.

6 Frankfurt – socially secure and well cared for

We want everyone to have access to healthcare and social support services – from pregnancy and birth to care in old age. We want to continue to consistently combat child and family poverty and ensure participation for all. In order to attract specialists, midwives, therapists and nurses to our city, we want to make the Medical Association (Ärztekammer), health insurance companies and healthcare associations more accountable and, as a city, make attractive offers to retain specialists and set up practices.

7 Frankfurt – modern and sustainable educational opportunities

We are committed to ensuring that the repair and modernization of daycare centers, schools and sports facilities is a key priority in our city. We want to support the providers by creating good framework conditions in our city so that they can find more specialist staff. We need functioning Wi-Fi and free menstrual products in all schools. We want more regional food and accessibility in our educational institutions. We want to strengthen and support the European University Viadrina, for example by establishing new institutions such as a Ukraine Center. In order to protect our democracy, we want to strengthen extracurricular learning and political education.

8 Frankfurt – Diversity in our cultural life and culture of remembrance

We want to maintain and financially secure the range of cultural institutions, the independent scene and grassroot initiatives in our city. We want to bundle administrative tasks in the cultural sector more closely. We are committed to a city-funded socio-cultural center in the city center so that creative artists can work together better and cultural diversity becomes even more visible. We want to accompany the conversion of the old cinema with interim uses. We want to preserve art in public spaces and anchor the Stasi document archive and our memorial sites more firmly in the city’s culture of remembrance.

9 Frankfurt – an attractive business location and nature-oriented tourism

We want to strengthen existing companies and keep them in Frankfurt. Regional value creation is particularly important to us. We are one of the few municipalities that still have industrial and commercial sites, and we want to make use of this opportunity and create good conditions for new companies to settle here. Fruit cultivation should be preserved and promoted as a traditional economic sector in our region. We also want to make the city center attractive for tourism and ensure the rapid redevelopment of the Helenesee.

10 Frankfurt – European and open to the world

All people who live, learn and work in our city should feel at home here. That is why we want to promote civil society initiatives for social diversity and the intercultural opening of the administration. We want to create good conditions for access to the labor market for migrants in order to counter the labor shortage. We stand in solidarity with refugees and reject stationary border controls. Women must be better represented and protected from violence. We want to provide better support for queer people. We want to further promote the growing together of our German-Polish twin city, e.g. through a joint swimming hall and more Polish language courses from nurseries to adult education centers.

Chcemy wreszcie ambitnego planu klimatycznego z konkretnymi działaniami, aby Frankfurt najpóźniej do 2040 roku stał się miastem neutralnym klimatycznie. Potrzebujemy transgranicznego planowania ciepłownicznego i transgranicznych dostaw energii ze źródeł odnawialnych. Nasze centrum miasta powinno stać się modelowym obszarem dla miast dostosowanych do klimatu. Aby promować ochronę klimatu, chcemy utworzyć stanowisko menedżera ds. ochrony klimatu w mieście. Chcemy, aby w naszym mieście więcej drzew było sadzonych niż wycinanych i aby powstawały nowe siedliska dla owadów i małych zwierząt. Zależy nam na lepszej ochronie zwierząt w naszym mieście. Domagamy się wprowadzenia systemu kaucji na imprezach miejskich i koncepcji zapobiegania powstawaniu odpadów w administracji miasta. Nasza woda pitna musi być w przyszłości całkowicie wolna od zanieczyszczeń siarczanowych.

Transport publiczny oraz ruch pieszy i rowerowy muszą być promowane i traktowane równorzędnie z ruchem samochodowym podczas podziału przestrzeni drogowej. Chcemy poprawić sieć tramwajową i autobusową oraz wprowadzić Carsharing , aby zmniejszyć ruch samochodowy w centrum miasta. Obejmuje to również projekt pilotażowy na Magistrali bez samochodów. Bilet na transport publiczny nie może być droższy niż parking w centrum miasta. Odrzucamy pomysł na kolejny most dla ruchu samochodowego. Nadal będziemy walczyć o przystanek Booßen i rozbudowę sieci tramwajowej – z myślą o przedłużeniu jej do Słubic.

Chcemy oferować usługi dla obywateli bez zbędnegoczasu oczekiwania, w tym w urzędzie stanu cywilnego i urzędzie ds. cudzoziemców. Chcemy wzmocnić i wspierać Uniwersytet Europejski Viadrina, na przykład poprzez tworzenie nowych instytucji, takich jak Centrum Ukraiskie. Aby chronić naszą demokrację, chcemy wzmacniać edukację pozaszkolną i edukację polityczną.

Chcemy wzmacniać istniejące przedsiębiorstwa i zatrzymać je we Frankfurcie. Regionalne tworzenie wartości jest dla nas szczególnie ważne. Jesteśmy jedną z niewielu gmin, które mają jeszcze tereny przemysłowe i usługowe, tę szansę chcemy wykorzystać i stworzyć dobre warunki dla przyciągnięcia nowych przedsiębiorstw. Chcemy zachować i wspierać sadownictwo jako tradycyjną gałąź gospodarki naszego regionu. Chcemy także uatrakcyjnić turystycznie centrum miasta i zapewnić szybkie oddanie do ponownego użytku Jeziora Heleny.

10. Frankfurt – europejski i otwarty na świat

Wszyscy ludzie, którzy mieszkają, uczą się i pracują w naszym mieście, powinni czuć się tu dobrze. Dlatego chcemy wspierać inicjatywy obywatelskie na rzecz różnorodności społecznej i międzykulturowego otwarcia administracji. Chcemy stworzyć dobre warunki dostępu migrantów do rynku pracy, aby zaradzić niedoborowi siły roboczej. Solidaryzujemy się z uchodźcami i odrzucamy stacjonarne kontrole graniczne. Kobiety muszą być lepiej reprezentowane i chronione przed przemocą. Chcemy lepiej wspierać społeczność LGBT+. Chcemy dalej wspierać zrastanie się naszego polsko-niemieckiego miasta partnerskiego, na przykład poprzez wspólny basen i większą liczbę kursów języka polskiego od przedszkola po ośrodki kształcenia dorosłych.
